Another curiosity

What are these Philips head bolts for ? There's a temporary muffler underneath so I can't take a look
now , although if I recall it wasn't obvious to me before I put the muffler on.

I think that is what is holding the heat shield on, I"m not sure but it looks to be in the right area.
